I'm desperately wondering WHY a zero-star humiliating rank is not allowed and the lowest rank is designated as one-star,.

I'm supposed to dub this sh*t lab course as totally time-wasting and disgusting for students except for those whose major is high-energy physics,  thus the course truly merits a zero-star complaint in the sense that the rigid and ignorant bureaucracy set it mandatory or compulsory for a majority of us innocent students from other specialities in the Department of Modern Physcis rather than majoring in high-energy physics .
